The current information is very confusing, but this is how i read it. Especially considering the EA UK website does include the plasma cutter.
USA - all versions come with plasma cutter
EUROPE - PC and Xbox 360 versions come with plasma cutter, PS3 version comes with some other DLC.
Hope this turns out to be true though
as not only am i a gamerscore addict, i do love my collectors editions lol
