It's a retail title. A budget retail title at that, like previous Activision games such as Secret Service and Jurassic: The Hunted (which I don't think even got a PAL release).

an article on Kotaku confirmed that this is a retail title, in the states it'll be $10 cheaper than most retail titles. looks like this would have been a good if they released it on xbla though, unless the game is much bigger and more polished than it appears to be from the articles and screenshots I've seen it doesn't seem worthy of being a retail title.
