Shenmue III Paypal backers will not get the same rewards as Kickstarter backers

In a very odd turn around Ys net the developers of Shenmue III have stated that Paypal backers will not get all of the perks that Kickstarter backers get. In a very confusing poll of over 15,000 Kickstarter backers only 26.5% said no Paypal backers shouldn't get all the same perks, whereas 30.9% said they should. What's not entirely clear is what these perks are as the slacker backer Paypal campaign has been going for some time, so are some people not going to get what they paid for? Or have Ys Net just not given the option for Paypal backers to buy certain perks (this would be the sensible option).
Whatever happens now it is not a good start to the year for Shenmue III, with this news completely overshadowing their new official website (link).

Still a fairly long wait yet, the game isn't likely to come out this year

Weird neg move, I would never pre buy anything. Much cheaper to wait at least a month for price drop

I dunno with a digital copy being like £16 or so, it won't be that cheap for a long long time when it comes out as it's bound to be £40-50 on release
