Burnout Paradise DLC

My gaffer has this game and wants to download the new cops and robbers add on, and he asked me will his son be able to use the content. I reckon no, as it's only the person the downloaded it that can use it. Is that right? His son doesn't have a gold live account, but that makes no odds, does it?!

The Downloadable Content is tied to the relevant persons Gamertag so even if it is on the same console there is no guarantee that it would work on another profile, if however his son uses a sepereate console then, No he can't use the DLC.
